The country has laws intended to curtail theft, murder, and other crimes but some people still break those laws, taking a risk that they won't get caught and will be able to benefit from their actions. The same holds true with executive misconduct. No matter how clear the rules are, no matter how severe the punishments, there will be those who will choose to take the risks. The reforms are intended much more to ensure people with integrity are not easily turned in an unwanted direction, but do little to affect the behavior of those inclined towards breaking the rules. |
